Initial commit of tinfo mode build for sacc-ebuild

This project is a "layer" for Gentoo's portage package manager.
It describes how to install sacc on a Gentoo system, since sacc doesn't
build out of the box without minor patching.

+**Sacc doesn't compile** on Gentoo out of the box without such an overlay.

+Sacc is a client for the [gopher internet protocol](bitreich.org). It is hosted at

+This currently defaults to the `tinfo` ncurses mode, rather than the `txt`
+mode. There is a plan to support txt mode by default when the tinfo and
+ncurses use flags are missing. The `txt` mode is still available when compiling
+from source by editing `config.mk`.
